He grew up in housing projects in Chelsea, Massachusetts, near Boston. Bremmer went to St. Dominic Savio High School in East Boston. He later earned a BA in international relations, magna cum laude, from Tulane University in 1989 and a PhD in political science from Stanford University in 1994, writing “The politics of ethnicity: Russians in the Ukraine”.
